• Prepare Contract HSE Plan, Risk Assessment, Procedures according to the scope of contract.
• Development of project KPIs to monitor and report effectiveness of HSE performance (Objectives & Targets) of the project, advising on corrective actions in order to achieve the proposed targets.
• Coordination of project risk management programs including the preparation of Project OH&S Risk Registers, Environmental Aspects Registers and HSE Compliance Registers.
• Ensure the Company HSE Policies, HSE Management systems and Project specific HSE Management Plans are implemented at site
• Ensure Site KOC & KNPC HSE requirements complies with the relevant HSE Legislation.
• Ensure HSE induction Job Specific Training's have been undertaken in accordance with KOC & KNPC requirements for all employees of the company and subcontractors.
• Collecting and Performing Daily/Weekly/Monthly inspection Reports form HSE officers/Construction Team and follow up for all unsafe or unhealthy working practices observed.
• Ensure that any violation of the Safety Plan or Procedure is reported to the supervisor in charge immediately, and give advises for remedial actions.
• Investigate all Accident/Incident/Near Miss and submit investigation reports to Client and Top Management.
• Ensure adequate firefighting equipment is provided and maintained.
• l Ensure Method Statements/JSA/PTW and relevant documents are available and approved before commencement of any activities.
• Liaison with the Client Safety Manager and Area Safety Officers in concerning all safety matters.
• Inspect all plant and equipment’s including power tools and hand tools are maintained in good condition & certified.
• Prepare HSE Statistics report and send to clients on Weekly/Monthly basis.
• Ensure adequate safety and personal protective equipment is available, distributed and correctly used.
• Implementing Behavior Safety Program and Preventive Maintenance Program in order to keep Man, Machine, Materials are in good condition.
• Conduct Internal HSE Management System Audit at all site on every Quarterly.
• Monitoring HSE Performance and Review HSE Management system for continual improvement.
• Preparing and maintaining the ISO OHSMS 45001, ISO 14001 EMS documents for auditing
• Take action to closing client Non-conformance Report (NCR’s).
• Regular visits to the sub-contractors work location, site offices & Labor camp to monitor HSE compliance and the implementation of KOC & KNPC HSEMS procedures
• Provide valuable guidance and advice to subcontractors to reduce the risk
• Motivate the subcontractors through behavior based safety approach
• Promote safe work practices and implement safety measures by pro- actively visit the site with subcontractor safety personnel
• Advice subcontractor’s construction team in identifying potential hazards and ensure safe working environment is maintained
• Providing HSE operational direction and functional supervision of large construction site HSE teams, ensuring adherence to safe work practices of Company and subcontractor workforce across multiple work fronts (e.g. excavation, confined space, working at height, lifting, hot work, painting, etc.)
• Preparing & sending the site instruction memos to the sub- contractors regarding the safety violations. (Unsafe work practices & unsafe conditions)
• Report any near misses, hazardous conditions immediately and advise the subcontractors to take necessary action to avoid the repetition of same & similar occurrence in future
• Report any HSE Hazards & Findings on daily basis to the concern KOC controlling team HSE representatives to initiate the corrective actions to close out the issues
• Reviewing the subcontractor HSE Plans, procedures, method of statements, JSA & other safety related documents submitted to KOC & KNPC.
• Assist subcontractors line management and construction supervisors in accident investigation process and report accordingly
• Preparing daily & monthly reports, suggesting corrective actions, attending meetings, review of HSE documents & conducting training etc
• Assisting in walk-through, Permit to work audits, confined space audits, site verification visits to assess and report on compliance to safe working procedures &monitoring contractor’s projects with KOC.
• Inspection of reports and site visits to close out the Safety Observations and Conversations (SOC), Near miss & hazardous condition reported.
• Coordinating the safe set-up of camp facilities and achievement of high welfare standards through instruction, awareness training and compliance.
